The Baguio-Benguet-Mountain Province Red Cross Chapter was established in 1945 with Mrs. Salud Montelibano as the first Chapter Administrator, who only had a clerk as her assistant. Its first office was at Camp Allen then at the Stone Market Building.

The first chapter Board of Directors had Dr. Teodoro Arvisu as its Chairman. Dr. Dominador Narvaez - vice-chairman, Mr. Tiburcio Edano - secretary, Mrs. Maria Dangwa - treasurer, and the following as members of the board: dr. Fernando Manalo, Mrs. Ethel Harold, Mrs. Petra Diaz, Supt. Constancio Martinez, and Mrs. Carmen Molintas. Dr. Arvisu served as Chairman from 1945 to 1953.
