The Philippine Red Cross (PRC) Hot Meals On Wheels first started in 2005 through the vision and initiative of PRC Chairman and CEO Sen. Dick Gordon when he donated his personal funds to procure a food truck.  Since then, the PRC has 23 Hot Meals On Wheels, 3 of which are at the National Headquarters, with the remaining 10 in Luzon, 6 in the Visayas, and 4 in Mindanao.  

PRC’s Hot Meals On Wheelsplays a vital role in emergency response through the distribution of hot food to several areas according to need, It is one of the first services deployed by the humanitarian organization to affected communities in times of crisis, disaster, and conflict.

“Sa panahon ng sakuna, isa sa pinakamahalaga sa tao ay ang pagkain. Mahalaga ang mga food frucks dahil ilalapit na natin ito sa mga naapektuhan. Hindi na nila kailangan lutuin at kakainin nalang nila ito. May mga volunteer chefs at nutrionist din ang Red Cross upang masiguradong ligtas, masustansya, at masarap ang mga pagkain na ibabahagi sa affected communities,” Sen. Dick Gordon said.

PRC has a fleet of 23 Hot Meals On Wheels, equipped with industrial size burners, steamers, and other cooking equipment capable of serving 100 individuals per hour.

PRC has also been deploying Hot Meals on Wheels to different cities and provinces to serve food to the most vulnerable. As of this writing, PRC’s Hot Meals On Wheels has catered to more than 78,000 individuals this year, catering to senior citizens, persons with disabilities, pregnant women, and children affected by the lockdown due to the pandemic.

The Philippine Red Cross (PRC) vaccinated over 3,050 individuals through its bakuna bus last Sept. 03, 2021, prioritizing individuals belonging to the A1-A3 categories.

The Bakuna Bus is PRC’s 16-fleet of mobile vaccines, which roams around the different parts of the country vaccinating communities even in far-flung areas. The bakuna bus was first used during the polio-measles & rubella vaccination. 

“We need to ramp up our vaccination, mas marami ang hindi nabakunahan, mas mataas ang chance na mas marami ang magkaka severe cases dahil sa COVID-19. All vaccines work, the best way to protect yourself from COVID-19 is vaccination,” Sen. Dick Gordon said. 

All the vaccines administered by the bakuna bus are free of charge. PRC through the leadership of Chairman Gordon handles all the expenses and allowances of manpower to operate the 16 bakuna bus and 20 bakuna centers. 

The Philippine Red Cross (PRC) responds to SM Mega Tower along EDSA Mandaluyong, City after a fire broke out on the 25th floor involving ten construction workers.  

PRC dispatched two fire trucks and four ambulances with 29 manpower to respond to the fire incident to immediately provide rescue operations and first aid to the affected workers trapped in the building.

“Kaagad natin ipinadala ang ating mga fire trucks at ambulances, at laging una ang Philippine Red Cross sa pag responde sa panahon ng emergency. Nagpadala din tayo ng 7 oxygen tanks sa mga nirescue na workers at para narin sa mga bumbero na walang takot na sumugod upang puksain ang apoy,” Sen. Dick Gordon said.

PRC also assisted 12 patients which include workers trapped in the building and firefighters who responded to the fire situation. PRC also treated security who sustained minor injuries.

The humanitarian organization also sets up a welfare desk to provide psychosocial support and food assistance to the affected individuals.

The Philippine Red Cross (PRC) deployed its Bakuna bus to Isabela and Cagayan to help the local government unit (LGU) to inoculate residents belonging to the A1 – A3 priority groups starting September 06, 2021.

PRC under the leadership of Chairman Sen. Dick Gordon with coordination with the Inter-Agency Task Force (IATF) for the management of Emerging Infectious Disease will deploy its Bakuna Bus for COVID-19 vaccination.

“Laging handang tumulong at magbigay pag-asa ang Red Cross sa mga nangangailangan lalo na ngayong pandemya. We want to give protection to the most vulnerable by giving them access to vaccines that will prevent them from getting severe cases due to COVID-19,” Sen. Dick Gordon said.

Aside from the vaccination program by the PRC in the said provinces, the PRC Cagayan chapter also deployed its Hot Meals on Wheels to provide ready-to-eat meals to 1,796 children, pregnant women, senior citizens, and persons with disabilities in-home quarantine.

PRC Isabela Chapter through the directive of Sen. Dick Gordon also conducted livelihood programs to the most vulnerable families in Isabela by providing 10,000 cash assistance to 450 families to support them in their pangkabuhayan.

“Our goal at the very start is to alleviate human suffering and uplift human dignity. Ang binibigay ng red cross ay tulong na may kasamang dignidad upang makatayo ang bawat pamilya sa kanilang mga paa at patuloy na makaahon sa kahirapan dulot ng pandemya,” Gordon said.

The Philippine Red Cross (PRC) extends its Emergency Field Hospital (EFH) operations at the Lung Center of the Philippines (LCP) until October 2021, due to the rising cases of COVID-19, after it recorded an all-time high of 22,366 new cases last August 30, 2021.

LCP Executive Director Dr. Vincent Balanag, Jr, wrote a letter to Sen. Dick Gordon, requesting a two month extension of the PRC field hospital as the LCP hospital has been operating at full capacity for the past 2 weeks.

PRC Chairman and CEO Sen. Dick Gordon immediately heed to the call for help from LCP, allowing the PRC Field hospital to extend for another 2 months.

“With 22, 366 cases reported today, the highest of recorded single-day tally since the start of this pandemic, we recognize the importance of the continuity of our service. Our emergency field hospital gives comfort not just to our patients, but knowing that there is a fully equipped surge-capacity health facility where they can be assessed and managed immediately,” Sen. Gordon said.

The EFH at LCP started in April to support the hospital in its operation serving as an emergency room extension equipped with basic ward facilities that will cater to mild to moderate cases.

“Hindi na natin hahayaan na may mamatay pa sa labas ng ospital kakaantay, kaagad natin ipinatayo ang mga emergency field hospital to give proper medical attention to especially to the most vulnerable,” Gordon said.

The Philippine Red Cross (PRC) continues to fight against Covid-19 and has already exceeded 4 million tests nationwide just three months after hitting the 3 million mark, PRC Chairman and CEO Sen. Dick Gordon said.

The World Health Organization (WHO), on January 30, 2020, declared the Novel Corona Virus 19 as a Public Health Emergency of International Concern. In less than a month, the virus caused severe pneumonia among people in Wuhan, Hubei Province, China, and has spread to more than 50 countries. By March 2020, it has affected 184 countries, and cases reached more than 200,000 worldwide. This chain of events led to the declaration of the National Capital Region (NCR) under COVID-19 Red Alert Sub-Level 2, which means that there is now sustained community transmission of the virus.  

Immediately after the WHO declaration of the Pandemic status of the spread of Covid 19, PRC Chairman and CEO of the Philippine Red Cross Senator Dick Gordon convened a meeting with movement partners to plan the establishment of Molecular Laboratories in the Red Cross Blood Centers or Regional Hubs as the first response to the Pandemic in the country. 

Test to save Lives was the slogan. This started the ball rolling to network with Wuhan, China where the Pandemic started on how they were able to test so many in a short period, and isolate the positives or those with the virus so that in just 3-4 months the pandemic was controlled.

PRC established its first Molecular Laboratory for COVID-19 RT PCR tests to support the government’s efforts to stem the advance of COVID-19. To date, PRC has 13 molecular laboratories nationwide, which have conducted over 4 Million tests accounting for about 25% of the national test output and 33% of the tests in Metro Manila. PRC has tested 1 out of 4 Filipinos was tested by the PRC. 

Philippine Red Cross Chairman and CEO Sen. Dick Gordon led the Philippine Red Cross to establish 13 molecular laboratories capable to test 48,000 tests a day. Up to date, PRC is the leading organization surpassing the 4M mark just three months after hitting the 3M mark.

The humanitarian organization will also establish a new molecular laboratory in Cotabato, further strengthening PRC’s testing capacity to test more people nationwide. It started with the vision of Sen. Dick Gordon, who saw testing as a way to “drain the swamp.” At that time, the country had to rely heavily on the Research Institute for Tropical Medicine (RITM) and a handful of other laboratories that can only test for COVID-19 at the inadequate output of 300 samples per day. Testing was severely limited, and results were delayed. 

Sen. Dick Gordon is urging everyone to get tested regularly, as our fight against COVID-19 is far from over. 

With the threat of the delta variant and rising cases in our country, testing is one way to prevent the spread.   

Chairman Gordon also lead PRC to introduce the country’s Saliva RT-PCR test which is a faster, cheaper, and non-invasive alternative to the Swab RT-PCR test. PRC’s saliva test also uses the reverse transcription-polymerase chain reaction, which is considered the gold standard for covid-19 testing according to the world health organization.

PRC also started its partnerships along with the different shopping centers such as SM Supermalls, Robinsons, Araneta City, and Ayala Malls, and Angkas to serve as a saliva collection site, making it accessible to more people nationwide.

More than testing, PRC also established Emergency Field Hospitals, Isolation facilities, Vaccination centers, Hot Meals on Wheels, and Vaccines on wheels all over the country, as part of PRC’s covid-19 response.

The Philippine Red Cross (PRC) is now ready to roll out the saliva RT-PCR testing after it completed and passed all the requirements, January 21, 2021.

This came after the Department of Health (DOH) COVID-19 Laboratory Expert Panel gave a positive recommendation leading to the approval of the use of saliva as an alternative specimen for RT-PCR testing among PRC laboratories.

In a letter addressed to PRC Chairman & CEO Sen. Richard Gordon, Secretary of Health Francisco T. Duque III commended the humanitarian organization “for finishing the pilot implementation in a short period of time and complying with the initial recommendations provided by the Department.”

PRC has been in talks with DOH and the Food & Drugs Authority for the approval of the saliva test for public use. The health bureau recommended PRC to conduct a pilot launch of 1000 tested samples for a full review. On January 13, Chairman Gordon led the PRC saliva RT-PCR pilot testing joined by health frontliners and media practitioners.

”DOH commends your continued support and assistance to our country in assuring that all measures to contain the spread of COVID-19 infection are being explored and studied to keep the Filipino people safe from the threats of this infectious disease,” Duque further expressed his appreciation of PRC.

Saliva test: Providing an alternative

Red Cross explored saliva RT-PCR test as an alternative because it is non-invasive and less-stringent.

Unlike the RT-PCR swab test, there is no need for a specimen collector to wear full personal protective equipment (PPE). It also uses less equipment and reagents making it cheaper. The sample processing time is shorter compared to other tests as it runs only for three to four hours.

“The Philippine Red Cross brings RT-PCR saliva test to the country for the first time. While waiting for the vaccine, the saliva test could pave the way to test more students, healthcare workers, factory workers, company employees, and other essential workers to help stop the spread of the virus,” Chairman Gordon added.

The Philippine Red Cross (PRC) will send additional medical tents to address the health problems caused by the closing of several hospitals in Mindanao that were damaged by series of earthquakes last month.

After visiting the emergency medical tents in Kidapawan City, North Cotabato, Philippine Red Cross Chairman and CEO Richard Gordon ordered for more tents with more beds to be added to avoid patients sharing beds with those caring for them as this may cause disease transmission.

Two (2) additional temporary medical tents from PRC Health Services are expected to arrive in Kidapawan City Hospital by Friday, November 29.

Along with these, portable toilets and a water bladder will also be added to support proper hygiene and sanitation and to ensure adequate supply of water. For Davao del Sur, shelter assistance will be given after assessment and another water bladder will be added to the operating assets of PRC.

“We have to extend medical assistance to affected individuals and avoid possible outbreak of diseases since a number of hospitals are having difficulties in addressing the needs of their patients such as, limited number of rooms while others aren’t safe yet due to cracks as a result of powerful tremors,” Gordon added.

The PRC Health Services (HS) and Emergency Medical Unit (EMU) currently has 2 sets of 6×6 meter tents, 1 set of 6 by 9 meters tent, 20 cot beds and a generator in Kidapawan City Hospital.

These 3 air-conditioned medical tents with improved roofing and 1 additional gazebo tent for duty volunteers, a ward, Out Patient Area and area for Delivery Room are being utilized and headed by PRC North Cotabato-Kidapawan City Chapter.

As of November 26, more than 420 families received hygiene kits and food items while 357 families from Magsaysay received food items (FIs) and non-food items (NFIs) such as sleeping and hygiene kits, jerry cans and tarpaulins in Kidapawan City.

Hygiene kits are vital due to the high risk of catching diseases in evacuation centers as these places are often crowded and practice of sanitation is a challenge. Jerry cans greatly help evacuees as water supply has been problematic since the earthquakes.

A new breed of volunteers arises, the millennials, also known as Generation Y, in quake-hit areas in Mindanao.

The Philippine Red Cross gratefully recognizes the tireless efforts of these volunteers, the new breed of heroes behind PRC’s humanitarian service for millions of Filipinos, especially the most vulnerable.

After the series of earthquakes that hit several parts of Mindanao, hundreds of Red Cross volunteers were deployed to support the relief operations and other missions of PRC particularly in two of the hardest-hit areas, North Cotabato and Davao del Sur.

One of them was Jessa Mae Arellano, a 19-year old 1st year college student from Magpet, North Cotabato and a member of Red Cross Youth (RCY).

Jessa, a freshman student of Central Mindanao Colleges, has been serving as a volunteer of Philippine Red Cross – North Cotabato-Kidapawan Chapter since 2017, and when the series of earthquakes jolted Mindanao last month, she was deployed to hard-hit areas such as in Barangay Ilomavis, Kidapawan City and the Municipality of Makilala.

“My cousin encouraged me to join the Red Cross Youth, masarap sa pakiramdam na marami kang natutulungan especially the most vulnerable. Simula nung sumali ako sa RCY na-enjoy ko ang humanitarian activities ng PRC,” Arellano said.

Repacking of relief goods, beneficiary card and relief distribution were among the primary responsibilities of Jessa in several evacuation centers in Barangay Ilomavis, Kidapawan City and Makilala since October 29.

On November 22, 2019, Jessa developed a fever caused by urinary tract infection that made her incapable of performing her duties as a volunteer, in one of the temporary medical tents in Kidapawan City Hospital for 3 days.

When she was discharged she reaffirmed her commitment to alleviate human suffering and provide adequate assistance to the most vulnerable.

“Kahit nung nagkasakit ako, hindi nawawala yung pagpupursige ko na makatulong sa mga kababayan nating naapektuhan ng lindol dito sa North Cotabato. I will continue this humanitarian mission” Arellano added.

PRC also salutes another passionate volunteer, Geno Alexis Bornea, a Balikbayan from U.S., who pursues his passion for cooking amidst the relief operations in quake-hit areas in Mindanao.

Geno’s contribution to the mission of PRC come by way utilizing his cooking experience to prepare a variety of Filipino and other Asian dishes for the people housed in evacuation centers.

“I worked as a kitchen staff in several restaurants and fastfood chains in the U.S. and since then, I’ve been using this experience to continue my passion for cooking and shared my expertise by way of volunteering for different humanitarian missions of the Philippine Red Cross,” Bornea said.

Overcoming these challenges provides Geno the satisfaction of helping the most vulnerable.

The 25-year old volunteer utilizes the budget of PRC’s Social Welfare office wisely since they are catering to hundreds of families in evacuation centers with the help of other volunteers from Red Cross Youth.

The Philippine Red Cross vaccinated a total of 22,029 children in Metro Manila and Mindanao at the start of the second round of Sabayang Patak Kontra Polio for children ages 0-5 years old from November 25 to December 7.

PRC’s target for the 12 day period is 100,000 children, an average of 8,000-9,000 per day for both Metro Manila and Mindanao. Of the 22,029 vaccinated on the first day, 11,290 were from Metro Manila.

“Children being the most vulnerable in our society need utmost care and protection, especially when it comes to their health. PRC aims to have 100,000 children vaccinated against Polio”, said PRC Chairman and CEO Richard Gordon.

A total of 1,113 volunteers and 73 staff were mobilized for this project: 633 volunteers in Metro Manila and 480 volunteers in Mindanao. These volunteers and staff were vaccinators divided into teams composed of a team leader, vaccinator, recorder, and health educator.

The PRC, through its vaccination teams, will ensure that eligible children get their “patak”, and the mother correctly understands the vaccine that their child gets. The parents and guardians were also given orientation on health and hygiene and the importance of adhering to all government required child vaccinations.

Around 4.4 million children 5 years old below need to be vaccinated: 1.3 million in Metro Manila and 3.1 million in Mindanao.

A total of 25 chapters (9 from NCR and 16 from Mindanao) participated in the second wave of “Sabayang Patak Kontra Polio”. PRC vaccination teams graced Quezon City, Pasay, Marikina, Manila, Caloocan, Pasig, Malabon, Navotas, Valenzuela, San Juan, Mandaluyong, Taguig, Muntinlupa, Paranaque, Davao City, Davao Del Sur, Davao Del Norte, Davao Oriental, Lanao Del Sur, Surigao Del Norte, Agusan Del Norte, Agusan Del Sur, Sultan Kudarat, Cotabato, Bukidnon, General Santos City, Iligan City, Zamboanga City, Sulu, and Tawi-Tawi to administer the oral vaccine.
