The Philippine Red Cross (PRC) intensified its actions in public health emergencies as several cases of diarrhea continue to plague the Dumagat community in Tanay, Rizal, after the onslaught of Typhoon Karding (international name: Noru) on September 25, 2022.

On October 8, twenty-eight (28) people from the vulnerable indigenous Dumagat tribe are affected. The latest assessment of PRC, through its Rizal Chapter, traced the contamination found to be from water sources, inlcuding springs, boreholes, and surface water.

PRC Chairman and CEO Richard J. Gordon directed PRC volunteers and staff to provide the appropriate assistance. “Ang PRC (Philippine Red Cross) ay mayroong Water, Sanitation, and Hygiene services na palaging handang magpaabot ng clean and potable water sa ating mga kababayan sa kasagsagan ng mga ganitong health emergency,” Chairman Gordon said.

Communities with limited access to sanitary facilities are vulnerable to diarrheal disease.

PRC immediately provided health and hygiene promotion to 119 individuals and installed Information, Education, and Communication (IEC) materials. The country’s foremost humanitarian organization also provided psychosocial support to 57 persons and delivered food items and face masks to 63 individuals in Sitio Nayon and patients confined in the hydration center.

On October 11, health authorities of Tanay, Rizal announced that diarrhea cases in the Dumagat community had already declined. PRC, however, will continue to monitor the situation and provide support as needed.

PRC has continuously provided assistance to people affected by diarrhea. From September 21 to October 14, PRC deployed 470,000 liters of water through a water bladder and water tanker to Cabuyao City Jail after several persons deprived of liberty (PDLs) suffered from diarrhea due to contaminated water.

The Philippine Red Cross (PRC) Manila Chapter held its 35th Chapter Biennial Assembly on October 8, 2022 at The Manila Hotel with the theme “7 Dekada, 5 Taon, Iisang Layunin: Buhay Isagip, Alaala Iukit”. The event paid homage to the committed volunteers whose exceptional achievements and significant contributions to PRC Manila Chapter paved the way for meaningful and fruitful service to the PRC purpose and mission. As the lifeblood of the organization, volunteers play a vital role in supporting the most vulnerable in communities across the country.


“It is the volunteers and staff that make our ambulances and equipment run, that makes PRC an outstanding society,” PRC Chairman and CEO Richard J. Gordon said in his speech.


The PRC Manila Chapter, meanwhile, also elected its new set of Board of Directors (BOD). Together with the new BOD, the volunteers of the PRC Manila Chapter will continue and intensify their efforts to save lives, alleviate human suffering, and uplift the dignity of the most vulnerable. In fulfillment of this commitment, the volunteers, amid disasters and emergencies, vow to dedicate their talent, time, and service to the people.


The 35th Biennial Assembly of PRC Manila Chapter provided an opportunity for the Chairman of its Board of Directors, Hon. Amado Bagatsing, and Governor Leonida (Baby) Ortiz to report on the chapter’s activities, achievements, and financial performance. PRC Manila Chapter is one of the most reliable chapters in providing PRC services. Being among the first local chapters to establish the Summer Safety Institute, which offers a variety of courses on PRC services, such as First Aid and Basic Life Support Training and courses from the Water Safety program, the PRC Manila Chapter has been providing assistance to the most vulnerable since its establishment in the 1940s.

Mandaluyong City — Philippine Red Cross (PRC) Chairman and CEO Richard J. Gordon announced that the foremost humanitarian organization continues to partner with higher education institutions (HEIs) to fulfill their mandate for training under the National Service Training Program (NSTP) law.

NSTP is a requirement for graduation for students of baccalaureate degree courses and two-year technical-vocational courses as prescribed by the NSTP law, or Republic Act 9163. The purpose of the current NSTP law is to motivate, train, organize, and mobilize the youth in military training, improvement of literacy and numeracy, civic welfare, and other similar endeavors in the service of the nation.

“Ang Philippine Red Cross ay may partnership sa CHED [Commission on Higher Education], kung saan kami ang nagbibigay ng training sa mga kabataan sa first aid, disaster preparedness, at iba pang lifesaving skills,” Gordon elaborated.

In 2018, CHED and PRC entered into a partnership in which CHED encouraged all HEIs to establish a Red Cross Youth organization as a means to promote volunteerism and youth participation in nation building. Under the partnership, CHED encouraged NSTP enrollees to become members of the Red Cross Youth program.

As the 19th Congress reviews the NSTP law this year, CHED Chairman Prospero De Vera III once again said that HEIs may continue to work with Red Cross in implementing their mandate under the NSTP law. Basic lifesaving skills and disaster preparedness are among the training NSTP students can take, the CHED chairman said.

The Philippine Red Cross (PRC) continues to intensify its actions against Covid-19. As of date, the 20 PRC Bakuna Buses, since their deployment in 2021, have administered a total of 488, 201 Covid-19 vaccines and boosters in 151 cities and municipalities across the country. Aside from targeting vulnerable populations (i.e., elderly, students, etc.), the Bakuna buses also aim to deliver vaccine services to workers who are less likely to get vaccinated because of work-related reasons (e.g. schedules).

The PRC “Bakuna” Buses, a fleet of buses equipped with a vaccine administration area and supplies, are designed to alleviate the crisis in the accessibility of Covid-19 vaccinations to people in vulnerable situations.

The Bakuna Buses recently visited Hospicio De San Jose, Philippine General Hospital, Far Eastern University, Bureau of Jail Management and Penology (BJMP) Navotas, Laguna, and Zamboanga, and difficult-to-reach areas in Mindanao. To date, with the assistance of UBE Express, Victory Liner, Ceres Liner, and PRC-owned buses, the PRC “Bakuna” buses have completed a total of 1,220 mobilization trips across the country.

Philippine Red Cross (PRC) Chairman and CEO Richard J. Gordon said the education of the youth is the highest priority, as he directed PRC’s disaster management staff to send materials for the restoration of Burdeos National High School, which was badly damaged when Super Typhoon Karding made landfall in Burdeos on September 25.

Following PRC assessment teams’ report on Burdeos, PRC disaster management staff and volunteers delivered 150 CGI sheets and 10 plain sheets to the school on October 3, which the residents immediately installed. The community provided shelter tools and labor as its counterpart. 

“The education of our youth must not be allowed to wait because of any delay in the restoration of school facilities, especially in isolated areas in islands facing the Pacific Ocean,” Gordon elaborated.

Gordon reported that the school principal and other local stakeholders in Burdeos expressed appreciation for the foremost humanitarian organization’s timely response. “Lubos po ang aming pasasalamat sa agarang pagtugon ng Philippine Red Cross. Sa ngalan po ng mga guro at mga estudyante, aming pinaaabot ang taos-pusong pasasalamat kay Chairman Richard Gordon,” says Burdeos National High School principal, Ms. Marnita Banderada.

“Mabilis pong nakarating ang hinihingi naming yero, upang mapalitan itong aming bubungan, upang maayos po ang pag-aaral ng mga bata at ang pagtuturo ng mga guro, maging komportable po sila,” says Teacher Vanessa Avenilla.

Burdeos is one of the three municipalities comprising Polillo Island, which is prone to bear the brunt of tropical cyclones. The PRC assessment team reached Burdeos on September 28, three days after Karding made landfall. They continue to assess damage and needs in the town to provide relevant aid.

The Philippine Red Cross (PRC) yesterday delivered 150 CGI (corrugated galvanized iron) sheets and 10 plain sheets for Burdeos National High School, which was damaged as Super Typhoon Karding made its first landfall in Burdeos, Quezon, 25 September.

This fulfills the directive of PRC Chairman and CEO Richard J. Gordon to focus recovery activities on schools and livelihood of famers and fisherfolk affected by the typhoon.

In Barangay Bonbon, Panukulan, Quezon, trained PRC staff and volunteers also facilitated child-friendly activities designed as psychological first aid (PFA) for 171 boys and girls. Thirty-eight men and women also availed themselves of PFA.

The PRC team prepositioned non-food items in Polillo Island consisting of 320 hygiene kits, 200 tarpaulins, 360 10-liter jerry cans, and three 20-kilo sacks of rice for distribution to the most vulnerable households.

PRC teams also distributed beneficiary cards in Barangays Umiray and Matawe in Dingalan, Aurora in preparation for aid distribution, made a courtesy call to the local government of General Tinio, Nueva Ecija, and assessed damage and needs in Barangays Nazareth and Pias in General Tinio.

As of 8:00 am today, 4 October 2022, PRC has reached at least 19 provinces and cities with humanitarian aid: Aurora, Bulacan, Laguna, Lucena City, Mandaluyong City, Manila City, Marikina City, Nueva Ecija, Nueva Vizcaya, Olongapo City, Pampanga, Pasig City, Pateros, Quezon City, Quezon province, Rizal, Romblon, Tarlac, and Valenzuela City. PRC provided the following humanitarian aid: hot meals (4,799 individuals), bread and other food items (1,824 families), masks (2,427 pieces), psychological first aid (425 men and women), psychological first aid for children (409 boys and girls), hygiene lecture-demonstrations (54 persons), first aid (7 individuals), assisting people to evacuate (54), clearing of debris (Barangay Antutot, Kasibu, Nueva Vizcaya), flushing/clearing (two Marikina schools), and CGI/plain sheets (160 pieces).

We have seen increasing COVID-19 cases and positivity rate especially in the National Capital Region (NCR) during the past week.The positivity rate in NCR is up to 18.9% as of September 28, 2022 from 17.5% on September 21.

However, growth in new cases, or the Average Daily Attack Rate (ADAR), has decreased from 1.28 on September 19 down to 1.10% as of September 26 but rose sharply to 7.42 per day per 100,000 population as of September 29, 2022.

This is considered MODERATE RISK for a surge in new cases of COVID-19 in the metro. We are seeing that the main cause of this rise is the increased mobility of people due to the opening of classes and less restrictive policies in the use of public vehicles (full capacity now).

The good news is that health care utilization rate still remains low at 35% as of September 28, down from 38% on September 21, 2022, according to the OCTA Research Group. 

Richard J. Gordon, Chairman and CEO of the Philippine Red Cross (PRC), continues to warn the public to be vigilant and not complacent, to be on guard, to still practice the Minimum Health Protocols of MASK (Wear Masks in crowded places and indoors), IWAS (practice social distancing even in schools or public transportation), HUGAS (wash hands frequently, especially after touching objects like car doors, stair railings, jeepney or bus handles, and door knobs and elevator buttons). It is also important to still go for testing using RT-PCR when possible. ALL symptomatic clients can be tested in the nine Red Cross Molecular Laboratories nationwide, charged to PhilHealth. For asymptomatic contacts, we also recommend testing, especially if attending family or social gathering where there areat-risk groups like children below 5 years old and senior citizens (60 years old and older). Our testing rates are among the lowest in the country.

We at the PRC are also one with the government in the call to ramp up vaccination efforts, especially boosters for high-risk populations like A1- health care workers; A2- Senior Citizens ,and A3 – those with co-morbidities. Days after Super Typhoon Karding (international name: Noru) ravaged the provinces of Quezon, Aurora, and swaths of Central Luzon, the Philippine Red Cross (PRC) intensifies its help to the most severely affected communities, focusing on those whose schools were destroyed and where farmers and fisherfolk lost their livelihood.

“Magbibigay tayo ng Php5,000.00 cash sa mga tao doon at mga non-food items din,” Gordon said. (PRC will also provide Php5,000.00 cash as well as non-food items to the affected people there.)

“Sa Burdeos, Polillo Islands, nakita namin ‘yung nagibang eskwelahan doon, sa Burdeos National High School. Bukas magpapadala na kami ng tulong doon. Sabi ko unahin nyo na ‘yung eskwelahan para ‘yung mga bata doon makapasok at makapag-aral. Magpapadala kami ng mga yero doon, at mag-hire tayo ng mga local na karpintero, upang magawa ‘yung eskwelahan ng mga bata,” said PRC Chairman and CEO Richard J. Gordon. PRC will send help there. I told my staff to prioritize the school so that the children can go back to school. We will send CGI sheets there and hire local carpenters to repair the school.)

PRC will also send printers and school supplies to Burdeos National High School.

Gordon emphasized that the Red Cross will provide assistance to the farmers who lost their crops, the fisherfolk who lost their boats, and the thousands of families whose houses were destroyed by Karding. PRC will give cash assistance to the more than 1,000 farmers and fisherfolk affected in Polillo Islands, Aurora, Nueva Ecija, Bulacan, and Tarlac. For those who lost their houses, the PRC will distribute tarpaulin in the meantime, while CGI sheets and shelter tool kits are being prepared for dispatch.

“Sa mga nagibang mga bahay, magbibigay muna kami ng mga tarpaulin, kasi ‘yung mga yero na ibibigay ay mabibigat, so pansamantala ‘yung mga tarpaulin muna. Pero may yero na darating; at kapag nagbibigay kami ng mga yero, may kasamang martilyo, lagari, pako — lahat na — kumpleto ‘yan, para magkaroon agad ng cover ang mga tao,” Gordon elaborated. (For those whose houses were destroyed, we will give tarpaulins temporarily, because the CGI sheets we will give are heavy; that’s why in the meantime, it will be the tarpaulins first. But CGI sheets will arrive, and when we give CGI sheets, they come with a hammer, saw, nails — everything — that is complete, so that the people will immediately have a cover.)

The country’s foremost humanitarian organization will also give psychological first aid to the children and adults who were traumatized by the wrath of Karding.

“Noong nag-iikot ang Assessment Team ng Red Cross, maraming tao, hindi lang mga bata, pati ang mga matatanda, ang umiiyak. Na-trauma ‘yang mga yan, kaya napakaimportante ng psychosocial support. Malaki ang trauma kasi kapag tinamaan ka ng malakas na bagyo, na akala mo mamamatay ka na,” added Gordon. (When PRC Assessment Teams were going around, there were a lot of people, not just children, but also adults, who were crying. They show signs of trauma; that is why psychosocial support is very important. The trauma is serious when a strong typhoon hits you, when you think you might die.)

Gordon: PH Red Cross Does More Than The Usual, Responds to Provinces Hit By Karding

“We are everywhere. The PRC is doing more than the usual in ensuring that communities affected are given immediate help and lifelines restored,” Philippine Red Cross Chairman Richard Gordon said.

Philippine Red Cross (PRC) provided initial help to people affected by Super Typhoon Karding today, 26 September 2022. Following the impact of Karding, PRC served hot meals to more than 1,000 evacuees in Baseco Compound, Manila City; Bagong Silangan Elementary School, Quezon City; Marikina Elementary School and Concepcion Elementary School, Marikina City; Louis Francisco Elementary School, Valenzuela City; Infanta National High School, Quezon; Barangay Pansol, Pila, Laguna; Pakil Elementary School, Pakil, Laguna; Barangay Pinagbayanan, Mabitac, Laguna; and Siniloan Elementary School, Siniloan, Laguna.

PRC volunteers and staff transported evacuees from evacuation centers in Marikina City to return to their homes. The PRC team also helped clear closed evacuation areas and river parks. PRC’s welfare team set up a First Aid station and a Welfare Desk at the evacuation center in Valenzuela City. The PRC Quezon-Lucena Chapter also set up a Welfare Desk with a generator set, where people can charge their mobile devices for free at the evacuation center in Infanta National High School.

Teams have been deployed to Polillo Island and the Quezon-Lucena area, Bulacan, and Antique to conduct more in-depth assessment of provinces in the cyclone’s path to determine their needs. A payloader will also be deployed today to help with clearing operations in Barangay Antutot, Kasibu, Nueva Vizcaya. Trained personnel will conduct psychological first aid to adults and children in the Infanta National High School evacuation center.

Karding made landfalls in the vicinity of Burdeos, Quezon and Dingalan, Aurora yesterday, 25 September.

Long after Typhoon Odette (international name: Rai) has struck the Philippines, the Philippine Red Cross (PRC), in partnership with the International Federation of Red Cross and Red Crescent Societies, the German Red Cross, and the American Red Cross, continues in aiding severely affected communities in Visayas and Mindanao. 

On 19 September 2022, the PRC, under the leadership of Chairman and CEO Richard J. Gordon, distributed emergency shelter assistance to 100 families and multi-purpose cash grants to 223 families in Padre Burgos, Southern Leyte. The emergency shelter assistance, worth P9,600.00 per family, consisted of CGI (corrugated galvanized iron) sheets and shelter tool kits, while the cash assistance was P5,000.00 per family. The total amount of humanitarian aid distributed was P2,075,000.00.

“These cash grants and shelter tool kits are beneficial to their recovery. It will jumpstart the livelihoods of the affected families in Southern Leyte. It can ensure their recovery and help them start anew,” Gordon said.

This week’s recovery operations in Padre Burgos is part of a series of humanitarian aid distribution from December 2021 to September 2022 worth over P425 million, covering Southern Leyte, Leyte, Palawan, Negros Oriental, Negros Occidental, Cebu, Lapu-Lapu City, Bohol, Dinagat Islands, Siargao, Surigao del Norte, Maguindanao, and Lanao del Sur.     

Long after disasters are gone, the Philippine Red Cross continues to be there for the stricken communities.
